Hi Greg, As Adnan mentioned, it’s not feasible to moving site templates between different versions, such as from SharePoint 2010 to SharePoint 2013. Since SharePoint Online is based on SharePoint 2013, we can’t apply SharePoint Server 2010 site template to SharePoint Online Directly. Moreover, to use the full functionally of the Web Designer Galleries in SharePoint Online, please check if the Custom Script has been enabled in SharePoint admin center. To enable it, please go to SharePoint admin center settings and make sure the custom script settings are enabled as the following shows.

Hi Greg, You cannot restore list from 2010 template in SharePoint online because of different versioning, you can only restore list template in online which are saved through other Sharepoint online sites which means no on-prem environments (2010 or 2013). But you can use 3rd party migration tools which can help migrating content from sharepoint foundation 2010 to SharePoint online, you can either movie list or can also migrate list with content. You can achieve this by their trial versions. For 3rd party tools you can check ShareGate, Metalogix or AvePointe.
